Equinoccio is a European consulting firm (which is based in Madrid) in project management worldwide, specialized in International trade, private sector development and related issues.
Currently our company is looking for 2 experts for “Multilateral Trade Assistance Project III in Vietnam”. The global objective of the project is to assist Vietnam to implement the Government Socio-Economic Development Plan (SEDP) and the Post-WTO Action Plan for sustained pro-poor economic growth through stronger integration into the global trading system.
The purpose of this contract is to assist the Ministry of Industry and Trade to further implement and develop Vietnam's trade and economic integration strategy is strengthened; with particular emphasis on the provision of European experiences.
Key Expert 1: WTO and FTAs expert
Qualifications and skills
• University degree or above in law, economics or a similar discipline;
• Good skills in drafting reports;
• Good coordination and communication skills;
• Ability to work in a multi-culture environment;
• Excellent Vietnamese and English expression both orally and in writing.
General professional experience
• Experience in working in a complex structure of government ministries and agencies, private sector organisations and companies;
• Experience in providing technical assistance for Vietnamese public authorities and agencies in on legal issues and/or macroeconomic policies;
• Broad knowledge in some economic sub-sectors and/or experience on the linkage between trade and development, poverty, environment and social related issues;
Specific professional experience
• A minimum of 12 years of professional experience in international trade policy, and/or trade law/treaties, in implementation of WTO commitments, and/or WTO/FTA negotiations, and/or related domestic legislation/regulation and institutional review;
• Strong experience in providing trade-related technical assistance to Vietnamese public authorities and agencies;
Key expert 2: Expert on Trade in Services
Qualifications and skills
• University degree or above in law, economics or a similar discipline;
• Good skills in drafting reports;
• Excellent Vietnamese and English expression both orally and in writing.
General professional experience
• Experience in working in a complex structure of government ministries and agencies, private sector organisations and companies;
• Experience in providing technical assistance for Vietnamese public authorities and agencies on legal issues and/or macroeconomic policies;
• Broad knowledge in some economic sub-sectors and/or experience on the linkage between trade and development, poverty, environment and social related issues;
Specific professional experience
• A minimum of 12 years of professional experience in the field of international trade in services (multilateral and regional) and related domestic legislation/regulation, services liberalization and national service regulating authorities;
• Proven experience in aligning Vietnamese laws and regulations with the country’s WTO and FTA commitments and obligations in Trade in services;
• Proven experiences in investment/business laws in general, and laws and regulations governing service industries in particular;
• Practical experiences in advising businesses to apply Vietnam's commitments on trade in services.
Key experts 1 and 2 are expected to work for at least 100 days each for the project during contract implementation.
