Description:
The NC Department of Health and Humans Services are seeking to fill a short term approx. (12 month) contractor to provide Project Management Services to NC DHHS Office of MMIS Services. The selected candidate must be a results-oriented candidate with a strong work ethic with the ability to demonstrate excellent IT project management, software development management, negotiation, communication, and problem-solving skills. This position will work effectively with both senior-level business executives and IT personnel while tracking project design, development, and installation activities and will perform project management support for the Medicaid Incentive Payment System (MIPS) initiative as directed.
Activities include, but are not limited to:
•Tracking and facilitating the necessary submittals to ensure all approvals for advancing the Project through its phases
•Preparing monthly reporting
•Ensuring responses to questions about project reports
•Coordinating any scope/cost/resource changes, as appropriate
•Entry of project information into the States Project Portfolio Management (PPM) tool.
Other Expectations/Responsibilities will include:
•Candidate will leverage their experience to ensure a successful solution delivery through team building
•Communicating effectively with project team members and other stakeholders
•Assisting with the establishment and execution of adequate project management and software development controls based on industry accepted methodologies and standards and as required by the State and NC DHHS
•Monitor and control cost, schedule, performance, and risk
•Ensure quality and security
•Perform administrative functions.
Required skills:
•Leadership qualities with superb interpersonal and client relationship skills
•Ability to become subject matter expert and leverage technical expertise to guide software development team to meet business requirements
•IT acumen with strong strategic visioning, tactical planning and understanding of government organizational policies
•Demonstrated software development project management skills and ability to execute multiple concurrent objectives while partnering with business resources, vendors and third-party consultants to deliver required project results
•Objective decision-making ability based on strategic objectives priority, business performance analysis and resource availability
•Strong communication, negotiation and influencing capabilities
•Project management track record of large-scale, complex IT development and implementation initiatives
•Minimum (5) years of successful project management support experience preferably with large-scale, complex solutions in an environment of rapidly changing requirements
•Specific experience with project management methodologies and working in an environment consisting of multiple vendors
Preferred:
•Bachelor's degree in Information Technology, Computer Science, or Computer Engineering
